This is a Petition for a Writ of Certiorari.  The Federal Question is Whether a defendant that enters a plea of guilty pursuant to North Carolina v. Alford, 400 U.S. 25 (1970) and is sentenced to a pretrial diversion program is permitted to withdraw that plea under postconviction remedies available to the accused pursuant to §11.42 of the Kentucky Rules of Criminal Procedure and Strickland v.
